Not Released Until We Say So

I am a RSO in the state of IL in a town called Bloomington-Normal, commonly referred to as the Twin cities. I moved here about 13 years ago. I was 29 at the time, and my friend he was 24. He accused me of a crime and then fled the state. It took several months for them to locate him and forced him to come back to IL for his appearance and statements. He refused but the state mandated that he be here or face charges. To make a long story short, I took a plea-deal since he still did not show up and that is all they would offer me  and call it time served since I spent 4 months in the county jail. I have completed my probation, I have been complaint on the registry. Now that it is time for me to be removed from the registry. I was told by an officer of the law in the BPD, that I need to continue registering until they tell me I am done. This does not make sense at all,since I have never been convicted of any other crimes in my life. I have made contact with IL State Police to have my name removed from the registry. I was told even though my time is up, I still needed to write a letter to them requesting a document review. I was told that I should hear back from them within 90 days. This was back in 2011. I have repeatedly called them again only to get the voice-mail of the person in charge each and every time. I sent another letter this year again but this time a certified letter to ensure that it was received  I still have not received any correspondence from IL state police department regarding this matter. I want to be off of this list, I want to move on with my life. I know this will always be a negative to my life, but I am working hard at trying to get back on my feet. I am with a new partner and we are attempting to create a future, but I can not until this is put behind me since I lost my job. And trying to do this with the police department calling all jobs and asking “” Do you know that he is a registered sex offender”” ? I think that when verifying employment all they need to be asking is to verify does the person work there and how long. All other information is already available to them when they did the background check. My company let me go, stating that they were informed that I was non compliant???? When I have never been non-compliant. I have the papers to prove it. Any change in address, work, vehicle it make sure that this is updated.  So why are they trying to find a way to violate my registration! If anyone reading this if you know of anyone who can help me please help!
